The County of Brant awarded an engineering contract to R.V. Anderson Associates Limited with a cost of $2,072,921 (excluding HST) for the expansion and upgrade of the St. George Water Pollution Control Plant during the Administration and Operations committee meeting on Tuesday, April 19.
Councillor David Miller expressed concern in how R.V. Anderson Associates would balance capital costs and operating costs, to find the best way to efficiently save money in the long run with the chosen technology for the project.
“We actually did ask this question as part of the selection process,” said Rob Walton, General Manager of Operations for the County of Brant. “R.V Anderson did actually propose to look at a couple of different technologies so it is in their cost estimate to do that. We will be looking at energy, operation and maintenance costs as we look at the preferred option.”
The St. George Wastewater Servicing Class Environmental Assessment (Class EA) was completed in April 2021 and identified the preferred wastewater treatment solution as expanding and upgrading the existing facility.
Upgrades and expansion will include new headworks with improved odour control, new treatment train to replace existing treatment train, advanced two-stage filtration or membrane treatment to meet stringent effluent criteria, and new aerobic digesters at the St. George facility, with stabilized sludge hauled to the Paris WPCP for dewatering.
It is anticipated that the plant expansion will be located adjacent to the existing plant while making the best use of the existing facility and infrastructure. The entire project is estimated to cost $34,600,000 including engineering design.
County staff received submissions from six consulting firms during the expression of interest phase of the selection process. Three firms were selected to submit proposals for the project. When the proposals were evaluated, R.V. Anderson Associates Limited received the highest score and had the lowest price.
